Are responsive units always the same?

Are the response units guidelines OR are they indicative of what every type of certain call will cost.

For example:

Every eth_estimategas always costs 10 units

Ever eth_getblockreceipts always costs 59 units

They are indicative of what every call costs. More resource intensive calls cost more.
